ST TUDY PARISH COUNCIL 02/2011

Minutes of the Meeting of St Tudy Parish Council held in the St Tudy Village Hall on Wednesday, 26th January 2011 at 7.00pm.

Present: Cllr B Lamerton (Chairman), C Selby (Vice Chairman), Mrs M Shelley, M Shelley,

Mrs J Jasper, L Madden, J Kempthorne, B Greaney.

Also attending: Mrs J Hoskin (Parish Clerk)

Cllr J Rowe (Cornwall Council)

One member of the public.

1. Public Session: The Chairman invited the member of the public to address the Council, if they so wished. No matters were raised.

Police: No report received.

Cornwall Council: Cllr Rowe reported that he had no official notification as to the future situation regarding St Tudy School.

Discussions were being held on the review of waste collections, with a view to collecting basic household waste every two weeks.

Car Parking and permit charges were also being reviewed throughout the county.

The Strategic Planning Committee had meet on the 24th January 2011 to discuss the two supermarket planning applications for developments in Wadebridge by Morrison and Sainsburys. Both these applications had been refused. Tesco, already in the town, had applied to expand their facilities and this application was approved.

2. Apologies for non attendance were received from Cllrs. Mrs M Ham, J March.

3. Members Declaration of Interest: Cllr C Selby declared an interest on Agenda Item 9 and any matters relating to the allotments. Cllr B Lamerton declared an interest on Agenda Item 7 Accounts.

4. Minutes: The Minutes of the Meeting held on the 24th November 2010, as circulated, were approved and signed by the Chairman following an amendment to Item 13a).

5. Matters Arising:

Item 5 (1) Cornwall Council – Cornwall Highways had carried out some work at Trewen, and recent bad weather had shown that the flooding problems had improved, although further work could be carried out to improve the soakaway.

Some potholes had now been filled.

Cllr J Rowe would arrange to meet with Colin Lewis (Highways) and Cllr B Lamerton to identify work required in the parish, to include the road surface repairs at Polshea and the installation of black and white marker posts in Wadebridge Road. The wood on the directional sign (with granite base) at Loskeyle Crossroads needed renewing.

Item 5 (14a) Public Toilets – Local resident, Mr Jasper offered to assist Cllr Lamerton in fitting the soap dispensers etc.

Item 12d) Annual Parish Meeting - It was agreed that Cornwall Councillor Neil Burden (Cabinet Member for Childrens Services) be invited to attend the meeting on the 30th March 2011.

6. Planning Applications / Planning Matters:

PA11/00135 Mr & Mrs Lyle, land East of Green Hedges, Hengar Lane, St Tudy –

Formation of new agricultural access to replace existing agricultural access. Support. 

E1/2010/00454 and E1/2010/00455 Mr Spencer Style, Wenford Dries, St Breward –

Planning Application and Listed Building Consent for the conversion of former clay

drier involving extensions and alterations to 33 residential homes and 5 live work units,

construction of a site house / reception office, toilet block, and bin store buildings. Councillors noted the contents of this application for the neighbouring parish, and appreciated the need to improve the site, but highlighted the narrow width of the access road leading from Loskeyle Crossroads to Wenford Dries, being suitable for one vehicle with limited passing places.

Planning Decisions: No decisions reported.

7. Accounts / Financial Matters: The Council approved the payment of the following accounts:- Cllr B Lamerton declared an interest on Ch 100615.

Ch 100613 Cornish Arms – Soap dispensers etc for public toilets = £ 91.56

Ch 100614 Mrs J Hoskin – Clerks salary / Expenses (2 months) = £ 305.37

Ch 100615 B Lamerton – Cleaning public toilets Oct – Dec 2010 = £100.00

Ch 100616 EDF Energy – Public toilets = £ 20.63

Ch 100617 Not issued – rewritten Ch 100618

Ch 100618 St Tudy Village Hall Management Committee – Room Hire = £ 95.00

8. CC Local Maintenance Project – Footpaths: No matters reported. The Clerk will check on income received from Cornwall Council, the reimbursement of expenditure for footpath work for the 2009/2010 maintenance year.

9. Village Allotments: Cllr C Selby declared an interest and reported on the Allotment Association AGM held on the 25th January 2011, the same officers were re-elected.

Plans for future fund raising events were being made and the enthusiasm continued for this venture and space for three additional plots was available, if required.

10. Cornwall Council Highway Stewardship Scheme: No further matters reported. Highway maters discussed under Item 1 of this meeting.

11. Correspondence:

St Tudy Parochial Church Council – Prospect of the appointment of a full time parson to replace the Rev Margaret Milson, and seeking the type of person for the community. Councillors felt that the ideal candidate would be a young man or woman, married with children, who was prepared to join in community life, and a person who was prepared to visit parishioners, and participate in discussions on the controversial aspects of religion.

12. Parish Matters:

a) Post Office – Following a letter dated the 6th December 2010 from the Post Office on a public consultation to change the service (opening times), Cllr B Greaney announced that with great disappointment he and his wife were having to close both the shop and post office in April 2011. The economic climate was making it unviable to continue, and most people now shopped at the larger supermarkets. Although very disappointing news, Councillors respected this decision and on behalf of the community thanked Mr and Mrs Greaney for providing this service in the village over the past few years.

The Clerk reported that Colin Pound (Royal Mail Field Advisor) had contacted the Parish Council asking to meet with Councillors to try and find an alternative venue for a post office facility. It was agreed that a meeting be arranged at the earliest possible date.

Cllr J Rowe advised the Parish Council to seek information from Sarah Sims (Cornwall Council Community Network Manager) as another parish in the Network Area had experienced a similar situation.

b) St Mabyn Affordable Homes: Councillors were unable to attend the meeting in

St Mabyn regarding the allocation of the affordable homes for rent.

c) Old Parish Notice Board: The key to the old parish notice board in the bus shelter had been mislaid. It was agreed that a new lock be obtained.
