ST TUDY PARISH COUNCIL 10/2011
Minutes of the Meeting of St Tudy Parish Council held in the St Tudy Village Hall on Wednesday, 26th October 2011 at 7.00pm.
Present: Cllrs. B Lamerton (Chairman), C Selby (Vice Chairman), Mrs M Ham, Mrs M Shelley, M Shelley, J March, L Madden, B Greaney, Mrs J Jasper, J Kempthorne. Also attending: Mrs J Hoskin (Parish Clerk) Cllr J Rowe (Cornwall Council) One member of the public
1. Public Session: No matters reported. Police: An email from PCSP Lloyd Paynter was read by the Clerk. Nine crimes had been reported within the parish since the 23rd June 2011. These consisted of one theft, two burglary related incidents, one robbery, one assault linked with one common assault (involving holiday makers at Hengar Manor), one theft from a dwelling linked with the report of a theft by an employee, and one false representation of a cheque. Councillors were reminded to protect oil tanks and be aware of strange vehicle owing to thefts of livestock from rural and moorland areas. PCSO Paynter highlighted the opportunity for Community Groups to apply for funding from the “Proceeds of Crime”, a fund whereby up to £1000 of funding was available if match funded by 25%.
Cornwall Council – Cllr J Rowe spoke about the proposed changes to concessionary bus fares, the Cornwall Council budget for the next financial year, planned closures to some public toilets and the incinerator for Cornwall’s waste.
2. Apologies for non attendance were received from PCSO Paynter (Police).
3. Members Declaration of Interest: Cllr C Selby declared an interest on Agenda Items 9 and 10 and any matters relating to the Village Allotments and St Tudy Post Office / Shop. Cllr B Greaney declared and interest on Agenda Item 6 – Planning Applications PA11/08272 and PA11/08294.
4. Minutes: The Minutes of the Meeting held on the 28th September 2011, as circulated, were confirmed and signed by the Chairman, following an amendment to Item 10.
5. Matters Arising: Item 5 Cornwall Council – Cllr J Rowe will liase with the Clerk and Mr R Hancock (Cornwall Council) to establish the costs of a replacement directional sign at Loskeyle. Item 7 Accounts / Financial Matters – Cllr C Selby reported that he had recorded the electric meter reading and forwarded the information to EDF Energy. Item 11 Cornwall Council – Cllr B Lamerton reported that the area highway manager Mr Colin Lewis had moved to another area and that he would endeavour to make contact with his successor to discuss various matters.
Planning Applications / Planning Matters: PA11/07253 Mr Geoffrey Austin, Wetherham, Wetherham Lane, St Tudy – General refurbishment, replace windows, doors, stairs, etc. Support.
PA11/08272 & PA11/08294 Mr & Mrs Greaney, Lytherva, St Tudy – Demolition of existing single storey extension and erection of new 2 storey extension. Cllr B Greaney declared an interest and left the meeting for this item. Support.
PA11/07524 Duchy of Cornwall, Loskeyle, St Tudy – Conversion of redundant farm building into 4 holiday units. Support.
Planning Decisions: PA11/05751 Mr M Andrew, Glenmeadows, St Tudy – Construction of agricultural shed / workshop with extension for storage and room in which employees can take a break – Approved.
Planning Matters: Cornish Arms, St Tudy: Confirmation had been received from the Cornwall Council Planning Department that officers were looking at the refurbishment works to establish whether or not planning or building regulations were required.
7. Accounts / Financial Matters: The Council approved the payment of the following accounts: Ch 100651 Mrs J Hoskin – Clerks salary = £ 112.00 Ch 100652 HMRC – Hoskin = £ 28.00 Ch 100653 Trebur Estates – Annual rental for allotment land = £ 120.00
Councillors agreed to make a donation toward the management of the burial ground. Ch 100654 St Tudy PCC – Donation towards upkeep of burial ground = £ 220.00 Cllr B Lamerton declared and interest and abstained.
Financial Report / Bank Reconciliation: The Clerk circulated the financial report for the current financial year up to the 12th October 2011.
Walk Books: Cllr J March presented a cheque for £15.00 being the amount raised by the sale of walk books during the summer.
Allotment Association: Cllr C Selby presented the £100.00 annual rent payment from the Association.
Precept 2012/2013: Cllr C Selby having obtained figures from the Clerk circulated the proposed budget for the forthcoming financial year. The Clerk was awaiting confirmation as to whether or not Cornwall Council would continue to make an annual donation towards the upkeep of the public toilets. Based on the figures presented the Council agreed to request a precept of £3950.00 (three thousand nine hundred and fifty pounds) for 2012/2013.
8. CC Local Maintenance project – Footpaths: Nothing to report.
9. Village Allotments: Cllr C Selby declared an interest. The Allotment Association were to hold their AGM in January 2012.
10. St Tudy Post Office / Shop: Cllr C Selby declared an interest. It was disappointing that progress towards the planning and grant funding had been slow although the grant application was now ready for submission. A tender had been accepted, subject to grant approval, for the construction work of the building.
11. Cornwall Council Highway Matters: Reported under Item 5 of this meeting.
12. Correspondence: Devon & Cornwall Police Authority – Information on the engagement with the Police Authority.
13. Parish Matters: a) Second / Empty Homes: It was noted that an empty building within the village could be used to accommodate a family. Cllr J Rowe spoke on the work of the Cornwall Council Cabinet Member for Housing. Cllr Mark Kazmarek and his intention to bring empty homes into use. b) Playing Field: The old swings had been removed and the Playing Field Committee were looking to replace this equipment. The trees on the section of land between the field and the Glebe required trimming. c) Burial Ground: The burial ground was maintained to a high standard and Cllr B Lamerton was thanked for carrying out these duties on behalf of the Parochial Church Council. d) Salt Bins: Cllr J Rowe reported that Cornwall Council would fill existing grit bins once at the beginning of the winter and then further grit would have to be provided by the Parish Council. This did not affect Cornwall Councils responsibility for gritting of roads and footpaths. The Chairman agreed to contact a local agricultural contractor about gritting various areas of the parish, including Kelly Green should this be required. e) Queens Diamond Jubilee – June 2012: It was suggested that the Parish Council purchase and donate a Jubilee mug to all children in the parish of primary school age (up to 11 years). Mugs could be made available for others wishing to purchase the memorabilia, by placing and order with payment prior to the event. Cllr Mrs J Jasper stated that the W.I would assist with food and Cllr B Greaney offered barbeque food, if required.
